How does the succession certificate process work in Pakistan?
The succession process depends on the kind of asset, the province, the identity record of the heirs and whether anyone disputes the inheritance. A succession certificate and a letter of administration are not interchangeable labels for every asset.

A succession certificate is generally used for a deceased person's movable assets, while a letter of administration is generally used for immovable property. NADRA's current service describes a summary process using the death record, CNIC and family records, an authorization, public notice and biometric verification. In Punjab, a 2025 amendment opened a civil-court route alongside the NADRA route, with the civil-court process following the Succession Act, 1925. Objections, disputed identity, a minor heir, a will or facts requiring evidence can make the matter unsuitable for a simple summary path. Current fees and portal instructions must be confirmed before filing.

Succession certificate or letter of administration
The document should match the asset. A succession certificate is commonly associated with movable assets such as money, securities or other debts owed to the deceased. A letter of administration is commonly associated with immovable property. The exact authority, terminology and supporting record can depend on the province, asset and personal law.
A death certificate alone does not authorize an heir to collect or transfer every asset. The authority holding the asset may also ask for its own forms, verification, indemnity or transfer requirements.
- Identify each asset and whether it is movable or immovable.
- Confirm where the deceased ordinarily resided and where the asset is located.
- List every legal heir and check that the family and identity records are consistent.
- Check whether a will, prior certificate, objection, minor heir or competing claim exists.

The current Punjab position
Punjab's 2021 succession legislation created an NADRA-based framework for letters of administration and succession certificates. A 2025 Punjab amendment added a civil-court option and omitted the provision that had made the original NADRA route the only path in the same way. For a Punjab matter, the choice between the NADRA summary route and a civil-court proceeding should be made after checking the current amendment, asset and facts.
This Punjab position should not be copied across Pakistan. Federal and provincial laws differ, and the law of the province connected to the deceased, heirs and asset can control the available forum and process.

NADRA summary process
NADRA's current service information describes a process in which one legal heir applies or acts through an authorization, the authority checks the family and identity record, publishes a notice and allows an objection period, then completes biometric verification before issuing the document to the legal heirs and recording their shares under the applicable personal law.
The current NADRA page lists a 14-day processing period after publication and fee bands based on the asset value. Treat those as current authority information to verify, not as a guaranteed result. A mismatch, objection, missing record or authority delay can extend the matter.
- Prepare the death certificate and NADRA CNIC cancellation certificate, where applicable.
- Obtain the Family Registration Certificate and CNIC, NICOP or other identity details for all heirs.
- Prepare the asset list and supporting details for the bank, security, vehicle, property or other holder.
- Complete the authority or affidavit in the form required by the current NADRA process.
- Submit the notice and objection-stage information, then arrange the required biometric verification.
- Collect the certificate or letter and complete any separate transfer, release or mutation step required by the asset holder.

When the summary route may not be enough
The federal and Punjab frameworks identify factual controversy, an objection, an identity dispute that cannot be resolved, a minor heir or a situation requiring adjudication and evidence as reasons the authority may not resolve the matter through a summary enquiry. A disputed will, competing family record, concealed asset or challenge to a legal heir can require a court process.
The relevant question is not only whether the heirs agree in a WhatsApp message. The authority must be able to verify the heirs, the asset and the legal basis for the shares. A lawyer can help decide whether to correct records, use the NADRA route or prepare a civil-court case.

Overseas heirs and documents
The succession laws contemplate biometric verification in Pakistan or abroad in the circumstances set out by the authority. At the same time, NADRA's current service page says that one legal heir must visit a designated site in Pakistan for the service and describes a counsel exception for Sindh and Balochistan. Do not promise that a Punjab application can be completed entirely from overseas without confirming the current instruction for the specific case.
If an heir is overseas, check the passport or NICOP record, the power of attorney or authorization wording, witness requirements and the receiving authority's original-document rules before filing. An overseas heir may need separate coordination for the asset transfer after the certificate is issued.
